I need help in Fifa 11! (PS3)?

I've got a manager mode team (Fenerbahce, Turkish League) and whenever I make offers to other players in the English League, Spanish League, French League,etc. they won't accept my generous offers, offers that are just to good to refuse, due to the league I play in isn't prestigious enough. Is there any way to make the league more prestigious or a way to lure these world class players. I've won the league twice and won the Uefa Champions league/European Cup plus I even have a good rep as a coach.So any ideas???
