Bad cat converter?? truck barely wants to move and rev?

truck will start up fine and want to die if i dont keep giving it gas.....it will take off fine after a sec of warming up then bog again and run like its got broken legs whats wrong ?? cat converter?? my state dooesnt have emissions and its just a junker 92 ford ranger 3.0 but its all i got what can i do remove the converter? o2 sensor?? remove the whole exhaust?? how can i check at home with no special tools if its the converter?
