What the heck is going on in his mind?

Okay, so I just wanted to apologize in advance cause I know this is going to be really long, so here we go. Okay, so typical thing, it's about relationships. Okay, so I'm a sophomore girl and he's a junior. We have been friends for over a year and a half. Well, this past summer we both said that we liked each other. Then we went to homecoming together. Well, one day, he asked me out, however, I thought I heard him say, "would you like to HANG out" Well, I said yes. Well then my friend, right in front of him, ask me about it and I tell her, again right in front of him, "he just asked me to hang out". things got a little awkward after that. However, he finally figured out what happened and told my friends that he would ask me out again. However he hasn't. He has given me a bracelet (homemade and my favorite color). He has lended me his scarf (and hasn't asked for it back). Then, he makes comments like "Baby you're a firework" (one of katy perry's songs if you don't know). One time he asked me to whisper something in his ear so, jokingly, I yelled, "NONE OF YOUR BUSINESS!" and he replied, "ooo, I like it when you blow in my ear." I just have no clue what the heck is happening. I really like him and I really want to go out with him. I just don't get why he hasn't asked me out again. If you could help that would be really great. Again, sorry it was so long.
