Bad cat converter?? truck barely wants to rev or move?

truck will start up fine and want to die if i dont keep giving it gas.....it will take off fine after a sec of warming up and run like its got power then it loses its guts and bogs down again and run like its got broken legs whats wrong ?? cat converter?? my state dooesnt have emissions and its 92 ford ranger 3.0 but its all i got what can i do remove the converter? o2 sensor?? remove the whole exhaust?? how can i check at home with no special tools if its the converter?
